I have the honour to report on a panic which has suddenly developed with regard to attendance in the local Chinese Schools since yesterday morning 21st, and particularly up to this day 22nd.
2. The origin of the panic - rumours began on Sunday 20th and spread in the districts affected by Plague (and notably in Hartzai and Jang Lung districts in Chan and Kowloon) to the following Effect: -
(a) That the Government intended to select children from each School to subject them to surgical examination of the liver in order to obtain a cure for the plague, this being the only known treatment.
(b) That every school would be visited by officers who would examine every child and send to the "Hygeia" Hospital anyone having the least boil or mark on their body.
